I sat down and puzzled over the thing. I reckon taking the lining paper off first will be extremely difficult because it has been painted with two to three coats of emulsion. While the washi and some painter's tape will work, if budget is a consideration and the papers are not museum quality, cornstarch paste is inexpensive, quick, easy, and harmless to walls.
