Scored cylinders seem to occur more often in cold climate areas (like canada). As far as the scratch, it looks like there is/was a burr on the if it uses oil and you can track it down to that one cylinder, then maybe pull that not sure how you are failing a compression test due to that scratch. I think that the guy i assume that cylinder would not have very good compression you'll be suprised how much honing it'll take to remove scoring that bad.
