You can even play while it charges from the wall outlet. I cannot charge the controller unless it is physically plugged into the ps4 system and it's left on standby. I tried twice to charge the ps4 controller with an iphone white block wall to usb charger, which is 5v 1a, and both times i had troubles.
I use a 5v 0.55a charger (for an old folding cellphone) and it charges correctly the controller.
I can't remember but it's like a control signal, all usb devices have it, it's part of the spec, not some proprietary ps3 scheme. There are also wall chargers that are really meant for just charging your controller and not using it, but that depends on. In theory the charger should only allow quick charge compatible devices to draw a 9v charge however there are numerous reports of controllers being damaged by quick chargers online so it is better to be safe than sorry.
